Job Description and Duties

This position requires the incumbent to maintain consistent and regular attendance; communicate effectively (orally and in writing if both appropriate) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools and equipment; complete assignments in a timely and efficient manner; and, adhere to department policies and procedures regarding attendance, leave, and conduct.

Under the direction of the Senior Environmental Scientist (Supervisory), the Environmental Scientist (incumbent) as a Range A (entry-level employee) works under direct supervision performing least complex scientific work; as a Range B (intermediate level employee) works under general supervision performing moderately complex work; or, as a Range C (a journey person level employee), works independently performing the most complex work.

The ES will participate in the development, planning, coordination and implementation of CalRecycle’s Permits and Assistance Program which focuses on enhancing the performance of Local Enforcement Agency (LEA) solid waste facility permit programs through review, guidance, training and technical assistance. The ES will apply principles of scientific research, chemical, biological, physical and environmental sciences, environmental characteristics of waste materials and solid waste facilities and systems as they relate to the review, inspection, assessment and enforcement of solid waste facilities’ technical documents, operations and monitoring records. The ES will be required to travel overnight approximately 10% of the time.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

  • Experience with providing technical assistance and/or training
  • Experience evaluating and analyzing compliance with standards
  • Experience working with local agencies and/or other state or federal agencies, industry and or/ the public
  • Experience acting as lead on various projects
  • Public speaking experience
  • Experience in writing memos, reports, and/or letters
  • Knowledge of solid waste management practices, laws, etc.
  • Outdoor field work experience
  • Experience with the California Environmental Quality Act (CEQA)
  • Experience with various computer programs, i.e., Word, Excel & databases
